Allow mention alerts to have filters from content explorer

Mention alerts are just content explorer alerts with a date range. It would be great to be able to add the other filters to the alert. Language and DR filters seem to be the two that would matter for new content alerts.

Mention alerts can often become littered with obvious spam websites that are full of nothing but random words (I have examples if any devs want to investigate). Would be nice to be able to filter these out so we only see "real" mentions.
