This applies to Google Analytics, but if you applied a regular expression like this to a given keyword set:
\b(adding|does|do|who|what|where|when|why|how|will|can|\?|am|is|are|was|
were|be|being|been|versus|vs|vs\.|best)\b
What you get out of this is any question or phrase that uses one of these 'question focused' words.
what is ______
how to ______
______ vs ______
how does a ______ work?
how to ______
... and so on.
These KW's can then be targeted for creating content pages and landing pages that connect a user who is 'at the top of the funnel' with your site and content.

What does this mean, do you mean if the keyphrase is a question?

Lord of SEO: I'd second that as a request (similar to the results that http://answerthepublic.com/ site churns out, but using the much larger AHREFs dataset). Basically filtering any keywords which begin with who, where, why, what, when, how, if, does.......etc there is a longer list. This might need to be language specific depending on if you're using English, French etc. By toggling this you'd end up with a list of keywords like "how much are blue widgets", "what are blue widgets", "where can I get blue widgets", "why do I need blue widgets"
